The Norton icon was listed there as being "OFF", but was in the taskbar. I then did a computer search for Norton Download Manager and found it in the "Users/Public" folder on "C" Drive. I tried to permanently delete it, but it wouldn't delete because "THE FILE IS CURRENTLY IN USE BY NORTON DOWNLOAD MANAGER".
